  Began consideration of S. 1061, the Labor/HHS Appropriations Bill
           [SAP pending: senior advisors veto threat for controversial amendments
  that may be offered to 1) halt funding for the Presidento,s national
  testing initiative, 2) prohibit funds for supervising the Teamstero,s
  election, 3) provide that welfare recipients in workfare can be paid at
  rates below minimum wage, and 4) direct approval of State plans that
  privatize the administration of public assistance programs, in addition to
  D&other concerns raised in the SAP.oS]

  Continued consideration of H.R. 2160 - Agriculture FY 1998 Appropriations
  bill.
  o       Debated the Harkin amendment that would fund the FDA/anti-tobacco
  initiative at $34 million, the level requested by the Administration, with
  an offset from USDA computer purchases.

       Also on Wednesday, the House is expected to name conferees for the
       following FY1998 Appropriations Bills: Military Construction, Defense,
       Transportation, Legislative Branch, Energy and Water, VA/HUD, and
       Agriculture. Motions to instruct are expected.

       On Thursday, the House will convene at 10:00am for legislative business,
       and on Friday, convene at. 9:00am for legislative business.

       Consider H.R. 2264 - Labor, Health and Human Services, Education, and
       Related Agencies FY 1998 Appropriations bill (final vote possible Friday)
               [Rules SAP sent 7/28: Strongly object; Floor SAP pending]

       (On Thursday, July 31st, the House approved (voice vote) an order for
       consideration of the Labor/HHS/Ed Appropriations bill in September which
       makes in order a Dreier amendment that is the Hyde-Lowey abortion
       compromise. }


       PENDING AUTHORIZATION CONFERENCE REPORTS

       Intelligence Authorization Conference Report -- Conferees intend to file a
       report by the end of the week. Director of Central Intelligence George
       Tenet sent a letter to Conferees this week stating that O&the PresidentO,s
       senior advisors will recommend that he veto the bill if it contains the
       whistleblower provision in its present form.OB Conferees reportedly may
       alter the language/scope of the provision, but keep it the bill.

       Defense Authorization Conference Report -- Conferees plan to meet the
       second week of September. We issued a veto threat for the following
       provisions: Bosnia, whistleblower, DOE funding, B-2, and depot maintenance.

       Foreign Affairs Authorization Conference Report      Prior to the recess,
       conferees completed conferencing on the bill, with the exception of the
       family planning provision. We issued a veto threat in our SAP for any
       provision that O&imposes unwarranted restrictions on international family
       planning programs.OB
