SUBJECT: LEGISLATIVE REPORT
This morning, CBO Director June OD,Neill testified before the House Budget
Committee regarding CBOD,s analysis of the PresidentD,s Budget. At the
hearig, the Committee addressed backloading, the trigger, the Medicare
growth rate, and welfare to work as it relates to unemployment, inflation,
and interest rates. The Members engaged O'Neill in very technical
discussions about OMB vs CBO estimates.
House Republicans are considering taking up a Resolution on the floor next
week that would call on the President to submit a new budget that balances
by CBO scoring.

Joint Economic Committee -- BLS commissioner Katharine Abraham will
present the employment and unemployment statistics for February and give
an update on the CPl.

addressed his nomination on the floor in the context of nuclear waste
storage. He discourged having a vote until the Administration clarifies
its policy. The Senate adopted S.Res. 60, from the Judiciary Committee,
relating to the Senate Youth Program.
HOUSE
Under suspension of the rules, the House passed (390-7, 1 present) H.R.
513, DC Council Contract Reform Act, which would exempt certain government
contracts from review by the DC Council. (The House approved a UC
agreement in order to consider a suspension on Thursday)
