 CONGRESS TODAY (3/13):

 SENATE
 No Votes -- The Senate continued consideration of S.J.Res. 18, the
 Hollings Constitutional Amendment on Campaign Finance Reform.

 HOUSE
 Passed (251-175) H.J.Res. 58 - Disapproving the Certification of the
 President Regarding Foreign Assistance for Mexico During Fiscal Year 1997
 (Modified Closed Rule, 2 hours debate) .
          [SAP sent, 3/13: Administration strongly opposes]
 o Adopted (213-209) the Rule
 o Adopted (212-205, 9 present) Hastert Amendment, which gives Mexico 90
 days to meet certain criteria, and forestalls decertification as an ally
 in the war on drugs.
 o Adopted (228-195) the Gilman Substitute as amended by Hastert. The
 Gilman amendment overturns the PresidentD,s certification of Mexico, but
 allows the President to waive economic sanctions if he certifies to
 Congress that imposition of the sanctions would harm the national interest
 of the US.

 Passed (395-0)H.R. 852 - Paperwork Reduction Amendments (Open Rule; 1 hour
 debate)
          [House Rules SAP sent, 3/11: No objection. Administration supports
         the goal of the bill, though legislation is not necessary to
 accomplish       the goal.]
