SUBJECT:           LEGISLATIVE REPORT

The House Rules Committee approved a rule which, if approved on the floor,
will allow the House leadership to consider the reconciliation spending
Conference Report at the Rules Committee Wednesday morning and take it to
the floor immediately thereafter.  Under the House rules, consideration of
a bill must occur the day following Rules Committee action unless a 2/3rds
majority votes to approve same day consideration.  The Rules Committee
action today would allow the House to get around the 2/3rds majority n
eeded to waive the House Rule with a simple majority vote.  This will
allow the House to complete consideration of both the tax and spending
Conference Reports by close of business Thursday.  House Minority members
are very opposed to this action because it does not protect their ability
to review the Conference Report before it is considered on the House
floor.

There are no similar restraints in the Senate. As soon as 100 copies of
either Conference Report are available, the Senate can begin the ten hours
of debate on that Conference Report.

Approved (99-0) S. 1022 - Commerce/Justice/State FY 1998 Appropriations
bill

Continued consideration of S. 1048 - Transportation FY 1998 Appropriations
bill
[SAP sent 7/28: Admin. is pleased with many aspects of the Committee bill,
but objects to lack of funding for Amtrak general capital funding.]

HOUSE
Passed (322-105)    H.R. 2266 - Department of Defense FY 1998 Appropriations
bill
                   [Floor SAP sent 7/29: DoD and Senior advisers veto threats]

While under consideration, the House took the following action on H.R.
2266:
o       Approved (voice vote) DeFazio amendment that transfers $15
million from DoD to Veterans Administration for medical research.
o       Approved (voice vote) Sanders amendment that provides an
additional $2 million to STAR-based outreach program to teach math,
science and drug avoidance to children (brings the funding level to the
level requested in the President's budget).
o       Rejected (200-222) Obey amendment that would have reduced the
funding for procurement parts and infrastructure needed for an additional
9 B-2 bombers ($331 million) and add $12 million for breast cancer
research, $105 for modernizing the KC-135, midair refueling tankers, for
the Air National Guard and provide $214 million for deficit reduction.
o       Rejected (voice vote) Nadler amendment that would have reduced
the F-22 R&D program by $420 million.
o       Approved (voice vote) Traficant amendment that requires NATO
members to pay their fair share for any NATO expansion and require that
appropriated funds be spent only for programs and amounts authorized.
o       Withdrew Clayton amendment that would authorize the Army to pay
for shipment of personal items of Guard and Reservists from Bosnia back to
the U.S. (agreement to work in conference to resolve the issue).
o       Approved (voice vote) Obey amendment that prevents the export of
F-22 technology to foreign countries.
o       Approved (voice vote) Kennedy amendment that prevents the use of
the DoD DNA database for genetic discrimination against soldiers.
o       Rejected (voice vote) Filner amendment to prevent the transfer of
helicopters to Miramar, CA.
o       Rejected (137-290) Shays/Frank amendment that would have frozen
FY 1998 spending at the FY 1997 level.

Suspended the rules and took the following action:
o       Approved (391-32) H.R. 1348 - Expanded War Crimes Act of 1997
                 [SAP sent 7/28: Strongly support]
o       Approved (400-24) H.Con.Res. 75 - Sense of Congress that States
Should Work More Aggressively to Attack the Problem of Repeat Criminals
