SUBJECT:           LEGISLATIVE REPORT


Tomorrow, 2/5, the House Transportation Infrastructure Committee plans to
hold a markup of H.R. 4, the O&Truth in Budgeting Act,08 at 4:00pm.   The
bill would remove four transportation trust funds off budget.  In a letter
to Congress last year, Director Rivlin stated that the Administration
O&strongly opposed08 the bill.

Also on wednesday, at 9:30am, the House Judiciary Committee will hold a
markup of H.J.Res. 1, the Balanced Budget Amendment (BBA). The House
Budget Committee will hold a hearing on the proposed Balanced Budget
Amendment.

SENATE:
Adopted (98-0) S. Res. 47 (Senator SnowO,s resolution) to conduct more
studies regarding mammogram screening guidelines.

HOUSE:
No Votes


CONGRESS TOMORROW (2/5):

SENATE:
The Senate will convene at 11:00 am for morning business. At 3:00 pm, the
Senate will begin consideration of S.J.Res. 1, the Balanced Budget
Amendment, though only opening remarks will be in order. A vote on final
passage of the amendment will likely occur the last week in February.

HOUSE:
The House may consider a resolution honoring Congressman Tejeda.   The
remainder of the schedule is unclear.  No major votes.

SENATE:


Remainder of the Week:
The Senate will continue consideration of S.J.Res. 1, the Balanced Budget
Amendment. Senator Lott also announced today that he hopes the Senate
will consider 1 or 2 more nominations on Thursday.

HOUSE:
Remainder of the Week:
The House schedule remains unclear.  Possible items for consideration
include an Overseas Voting Rights Act and ~ suspension regarding campaign
materials on the Internet.

Week of February lOth:
On Wednesday, 2/12, the House plans to consider the term limits
legislation.  On Thursday, 2/13, the House expects to take up the
Population Assistance Programs O+Release of FundsO, Resolution (may first
be considered in the Senate).  Consideration of the Comp Time legislation
appears to have been moved back.

A vote on the Balanced Budget Amendment (BBA) is scheduled for February
26th.
