CONGRESS TODAY (2/3):
Senate was in Pro Forma sesssion and the House was in recess.

HEARINGS:
Monday, February 3:
Today, Secretary Rubin testified before the House Judiciary Committee on
the Balanced Budget Amendment. At the hearing, Democrat Robert Wise (WV).
announced his effort to exempt the Social Security trust fund and create a
capital budget. Republican Christopher Cox (CA) announced his proposal
for a 2/3 majority vote in both chambers to raise taxes.

Tuesday, February 4:
The House Judiciary Committee will mark up term limits.

Wednesday, February 5:
The House Transportation Infrastructure Committee plans to hold a markup
of H.R. 4, the o&Truth in Budgeting Act,oB at 4:00pm.  The bill would
remove four transportation trust funds off budget.  In a letter to
Congress last year, Director Rivlin stated that the Administration
o&strongly opposedoB the bill.

Also on wednesday, the Ho~se Budget Committee will hold a hearing on the
proposed Balanced Budget Amendment.

The Senate will convene at 11:00 am for morning business. After 2:15 pm,
the Senate may consider additional nominations, therefore rollcall votes
may occur.

HOUSE:
The House will return for the Presidento,s State of the Union Address, and
possibly a resolution regarding but does not plan to hold major votes.


 CONGRESS -- LONG TERM SCHEDULE:

 SENATE:
 On Wednesday, 2/5, the Senate will begin consideration of the Balanced
 Budget Amendment. A vote on final passage will likely occur the last week
 of February.   (The House vote will occur on February 26th.)

 PresidentO,s Day Recess

 March 22 - April 6
 Easter Recess

 HOUSE:
 The House plans to be in session on the 4th, 5th, and 6th, but does not
 plan to hold any major votes.   On Wednesday the 5th, the House may vote
 on 1-2 suspensions from the House Oversight Committee, one of which
 relates to campaign materials on the internet.

 Items for consideration in February:
 1       Balanced Budget Constitutional Amendment (BBA) -- Vote scheduled
 for             February 26th.
 2       Term limits -- Though this constitutional amendment originally
 was intended to          be first on the House calendar, Republicans may
 not want to consider the                 legislation first because they do
 not want their first vote to be a loss.   (Judiciary     Committee markup on
 Tuesday, February 5th.)
 3       Population Assistance Programs O+Release of FundsO, Resolution
 (May first be   considered in    the Senate)
 4       Comp Time legislation
