SUBJECT:           LEGISLATIVE REPORT


Senator Lott said today he is considering minor changes to the BBA in
order to gain passage;  he is reportedly considering an amendment to
permit capital budgeting.   Senator Daschle told reporters he might
support a revised amendment allowing for a separate capital budget -- but
"I won't support (just) any capital budget."   The unanimous consent
agreement on S.J.Res. 1 does not permit any additional Republican
amendments. Therefore, in order to offer an amendment to the BBA, Lott
would have to get unanimous consent, or Chairman Hatch would have to
report a new jOint resolution from the Judiciary Committee.

On Wednesday, March 5th, Deputy Director John Koskinen will testify before
the Senate Governmental Affairs Committee on the General Accounting
OfficeD,s D&high-riskD8 series, which identifies federal programs most
vulnerable to waste, fraud, abuse and mismanagement'.

From 9:30 am to 12:30 pm, and from 2:15 pm to 5:15 pm, the Senate will
hold closing remarks on S.J. Res. 1, the Balanced Budget Amendment. At
5:15 pm, the Senate will vote on final passage of the Balanced Budget
Amendment.

Wednesday, March 5th
On Wednesday, the Senate expects to take up Charlene BarshefskyD,s
nomination to be the US Trade Representative, along with a waiver for he.r
representing Canadian timber interests, and a Hollings amendment regarding
telecommunications.



Through the week, the Senate anticipates considering other pending
nominations.

H.Con.Res. 4, Commending Warren Christopher for his service as Secretary
of State

Thursday, March 6th
Consider the following bills, under suspension of the rules (by UC
agreement) :
H.R. 513, DC Council Contract Reform Act, which would exempt certain
government contracts from review by the DC Council
