CONGRESS TODAY (2/24):
SENATE:
The Senate held 2 hours of debate on H.J.Res 36, the Authorization for
Release of International Population Funds. A vote on the resolution will
occur on Tuesday at 2:15 pm. (The measure passed the House on 2/13 by a
vote of 220 to 209.)
[SAP sent, 2/24: Administration strongly supports]
The Senate resumed consideration of the S.J.Res. 1, the Balanced Budget
Amendment (BBA) and tabled (61-34) Senator ByrdO,s amendment to eliminate
estimates on outlays and receipts in Section 6 of the Amendment. The
Senate then began consideration of the Reid amendment to exclude the
Social Security trust fund from the Resolution. A vote will occur on
Tuesday at 6:00 pm.

CONGRESS TOMORROW (2/25)
SENATE
From 9:00 am to 12:00 noon, the Senate will continue consideration of the
Reid Amendment to the BBA, which would exclude the Social Security trust
fund from the resolution.
At 2:15 pm, after 5 minutes of debate, the Senate will vote on H.J.Res.
36, the Authorization for Release of International Population Funds.

The Senate will then return to the Reid amendment to the BBA, and hold a
vote at

The Senate will convene at 9:00 am to consider the Feinstein amendment to
the BBA for 2 hours, with a vote at 11:00 am. The Feinstein amendment
would 1) exclude Social Security, 2) allow a military waiver (yet not a
waiver for non-defense emergencies),
3) require a majority vote to raise the debt limit, rather than the
present 3/5s vote, and
4) not prohibit capital budgets.
Also on Wednesday, the Senate will consider a Torricelli amendment that
excludes capitol expenditures -- 3 hours debate followed by a vote.
