Congressional Budget Office (CBO) Director June OO,Neill testified before the
House Budget Committee today.  In the hearing, she reported that the
PresidentO,s budget does not balance in 2002 under CBO scoring.  Their
estimate, however, does not include the AdministrationO,s balance mechanism.
Director OO,Neill also testified that the CBO had prepared a report suggesting
that the Consumer Price Index could be reduced by
.2% to .8%.

CONGRESS TODAY (2/13):

SENATE:
Adopted (83-15) Specter Resolution regarding milk prices.  The resolution
states that there is a crisis in the dairy industry.  It says that the National
Cheese Exchange (WI) should be represented as a factor in dairyO,s Basic
Formula Price, and that "Exchange prices may have been manipulated downward."

By unanimous consent, the Senate confirmed the nomination of Janet Yellen as
Chairman of the PresidentO,s Council of Economic Advisors and Aida Alverez as
Administrator of the Small Business Administration.

HOUSE:
Passed (220-209) H.J.Res 36, Approving the Presidential finding regarding the
Population Planning Program
 [SAP sent, 2/13: Administration strongly supports]

Passed (231-194) H.R. 581, Providing the President may make funds appropriated
for population planning programs available on March 1, 1997, subject to
restrictions on foreign organizations that perform or actively promote
abortions. (Closed Rule)

SENATE:
February 14-23
PresidentO,s Day Recess


Monday, February 24th
The Senate will convene at 11:30 am for morning business.

At 1:30 pm, the Senate will hold 2 hours of debate on H.J.Res 36, the
Authorization for Release of International Population Funds.  (The measure
passed the House on 2/13 by a vote of 220 to 209.)  A vote on the resolution
will then occur on Tuesday at 2:15 pm.

At 3:30 pm, the Senate will resume consideration of the S.J.Res. 1, the
Balanced Budget
Amendment to the Constitution . . Senator Byrd will offer an amendment to
eliminate "estimates" on outlays and receipts in Section 6 of the Amendment.
At 5:30 pm, after 2 hours of debate, the Senate will vote on the amendment.

Tuesday, February 25th
From 9:00 am to 12:00 noon, the Senate will resume consideration of the
Balanced Budget Amendment and debate the Reid amendment, which would exclude
the Social Security trust fund from the resolution.

At 2:15 pm, after 5 minutes of debate, the Senate will vote on H.J.Res. 36, the
Authorization for Release of International Population Funds.

The Senate will then return to the Reid amendment, and hold a vote at 6:00 pm.

Wednesday, February 26th
The Senate will convene at 9:00 am to debate the Feinstein amendment to the BBA
for 2 hours, with a vote at 11:00 am.  The Feinstein amendment would 1) exclude
Social Security, 2) allow a military waiver (yet not a waiver for non-defense
emergencies), 3) require a majority vote to raise the debt limit, rather than
the present 3/5s vote, and 4) not prohibit capital budgets.

March 22 - April 6

The House will return from the PresidentD,s Day on Tuesday,   February 25th --
schedule yet to be determined.
