SUBJECT:           LEGISLATIVE REPORT


Today, Director Raines testified before the House Budget Committee on the
Presidento,s FY98 Budget.  Secretary Rubin/Jack Lew also testified on the
budget, before the House way~ and Means Committee.

The House Judiciary Committee announced that the House will postpone their
vote on H.J. Res 1, the Balanced Budget Constitutional Amendment until
after the Senate holds their vote. A number of House Republicans are
wavering in their support, so GOP leaders hope the amendment will pass in
the Senate and increase the chances of its passage in the House.

Also today, the special message on FY 1997 rescissions and deferrals,
signed by the President on Monday, was delivered to Congress. The package
includes $397 million of rescissions.

Deputy Director John Koskinen will testify tomorrow (Wednesday) at 10:00
am before the House Government Reform and Oversight Committee on GPRA.
Also at 10:00 am, Sally Katzen will testify before the Senate Environment
and Public Works Committee on the ozone/PM10 standard.

SENATE:
The Senate today resumed consideration of the Balanced Budget Amendment to
the Constitution. The Senate tabled Senator Wellstoneo,s amendment (#3),
to provide that under-privileged youth not be treated inequitably, by a
vote of 64 to 36. Also today, by a vote of 100 to 0, the Senate confirmed
the nomination of Bill Richardson as U.S. Representative to the United
Nations.

No Legislative Business

HOUSE RULES COMMITTEE:
H.J.Res. 2, the term limits constitutional amendment
o       Modified Closed Rule
o       Provides 2 hours debate
o       Makes only specified amendments in order, in the nature of a

o       Provides that if more than one amendment is adopted, the only the
one receiving   the most affirmative votes is considered as adopted;
in the case of a tie, the last such amendment is adopted.

H.R. 581, Family Planning Facilitation and Abortion Funding Restriction
Act of 1997 (Providing the President may make funds appropriated for
population planning programs available on March 1, 1997, subject to
restrictions on foreign organizations that perform or actively promote
abortions. )

SENATE
Wednesday, 2/12:
Convene at 9:30 am for morning business. At 11:00 am, the Senate will
resume consideration of the Balanced Budget Amendment (BBA) to the
Constitution, with Senator Byrd presiding. Beginning at 1:30 pm, the
Senate will debate the Dodd amendment, regarding broadening the military
waiver, and at 5:30, will hold a vote on the amendment.  Also on
Wednesday, the Senate could take up any.nominations cleared for action.

Thursday, 2/13:
Continue consideration of the BBA, and possibly consider nominations
cleared for action.

Wednesday, 2/12:
H.J. Res. 2, Proposing a term limits amendment to the Constitution

Today, Director Raines testified before the House Budget Committee on the
