 Today, the President signed the special message on FY 1997 rescissions and
 deferrals.  It will be dated Tuesday, Feb 11th and delivered Tuesday morning.

 CONGRESS TODAY (2/10):

 SENATE:
 The Senate today resumed consideration of the Balanced Budget Amendment to the
 Constitution: Senator wellstone offered an amendment to provide that
 under-privileged youth not be treated inequitably. A vote on his amendment
 will occur around 3:00 pm on Tuesday.   The Senate then resumed consideration of
 a Durbin amendment, which would have allowed for a waiver of the article "for
 any fiscal year in which there is an economic recession or serious emergency"
 as declared by a joint resolution, with a majority in both Houses. The Senate
 tabled the amendment by a vote of 64 to 35.

 HOUSE:
 No legislative business


 CONGRESS TOMORROW (2/11)

 SENATE:
 Continue consideration of the Balanced Budget Amendment (BBA) to the
 Constitution. Around 3:00 pm, after 60 minutes of debate, the Senate will hold
 a vote on the Wellstone amendment, which provides that under-privileged youth
 not be treated inequitably. Also on Tuesday, the Senate will likely consider
 and vote on the nomination of Bill Richardson as U.S. Representative to the
 United Nations.

 HOUSE:
 Convene at 12:30 pm for morning business, and legislative business at 2:00 pm.
 No Votes

 HOUSE RULES COMMITTEE:
 At 1:30 pm, the House Rules Committee will convene to consider H.J.Res. 2, the


 term limits constitutional amendment, and H.R. 581, Providing the President may
 make funds appropriated for population planning programs available on March 1,
 1997, subject to restrictions on foreign organizations that perform or actively
 promote abortions.
