 The President today signed the FEC Supplemental/Budget Amendment proposals.

 CONGRESS TODAY (4/7):

 SENATE
 The Senate debated the motion to proceed to debate on S. 104, the Nuclear Waste
 Policy Act of 1997 (Cloture vote on Tuesday). Nichels filed cloture on the
 bill itself, with a vote to occur on Wednesday if TuesdayO,s cloture vote on
 the motion to proceed fails.
   [SAP sent, 4/7: The President would veto the bill. Letters from DOE, EPA,
 and CEQ pending.]

 SENATE
 The Senate will convene at 10:30 am for morning business. At 2:15, they will
 resume consideration of S. 104, the Nuclear Waste Policy Act of 1997. At 5:15


 pm, the Senate will vote on cloture on the motion to proceed.

 On Tuesday, April 15th, the House anticipates taking up H.J.Res. 62, a
 Constitutional Amendment Requiring Two-Thirds votes on Certain Tax Measures.
 Last year, the measure failed by a vote of 243 to 177, 2/3 present not having
 voted for the amendment.  In April of last year, the Administration sent a SAP
 O&strongly opposingOB the amendment.
