 Senate Appropriations met today and postponed action on the Bosnia/Disaster
 Supplemental until Wednesday, April 30, at 2:00 pm.  The Senate Republican
 Leadership has decided to include a number of extraneous controversial
 legislative provisions, including an automatic Continuing Resolution, a waiver
 of the Endangered Species Act, a prohibition of sampling for the decennial
 census, a prohibition on Interior Department iules related to wilderness
 rights-of-way, and a Social Services Block Grant increase to partially finance
 SSI for legalized aliens.

 Deputy Director John Koskinen will testify on Wednesday, April 30, before the
 Senate Labor & Human Resources Committee regarding equal opportunity issues in


 Federal construction.

 Controller Ed DeSeve testified today before the Government Reform and Oversight
 Civil Service Subcommittee regarding the PresidentD,s DC Pension Proposal.
 DeSeve is also scheduled to testify on the DC revitalization plan Wednesday,
 April 30, before the House Appropriations DC Subcommittee.

 CONGRESS TODAY (4/29):

 SENATE
 The Senate today failed to invoke cloture on the motion to proceed to S. 543,
 the Volunteer Protection Act of 1997.
   [SAP sent, 4/29: Administration opposes)

 There will be a second cloture vote on Wednesday on the motion to proceed to S.
 543, at 11:15 am.  In addition, Coverdell filed two more cloture motions on the
 motion to proceed to the bill, which will take place on Thursday if
 WednesdayD,s vote fails to pass.

 HOUSE
 The House passed the following two suspensions by voice vote:
 H.R. 1048 - Welfare Reform Technical Corrections Act of 1997
  [SAP sent, 4/29: Administration supports House passage)
 H.R. 279 - Congressional Medal for Frank Sinatra

 The House passed the following three suspensions by rollcall votes:
 (418-0) H.R. 680 - Authorizing the Transfer to States of Surplus Personal
 Property for Donation to Nonprofit Providers of Necessaries to Impoverished
 Families and Individuals

 (387-35) H.R. 363 - A bill to amend section 2118 of the Energy Policy Act of
 1992 to extend the Electric and Magnetic Fields Research and Public Information
 Dissemination Program.

 The House also passed (414-7) H.R. 1271 - FAA Research, Engineering, and
 Development Authorization Act of 1997 (Open Rule; 1 hour debate)

 CONGRESS TOMORROW (4/30)

 SENATE
 Convene at 10:00 am to resume consideration of the motion to proceed to S 543,
 the Volunteer Promotion Act. At 11:15 am, the Senate will vote on the motion
 to invoke cloture on the motion to proceed to the bill.

 If the Senate fails to invoke cloture, there will be two additional cloture
 votes on Thursday.  If the motion passes, the Senate will move to a vote on the
 motion to proceed to the bill.

 Solomon announced today that the House Rules Committee will not take up the
 Bosnia/Disaster Supplemental before 5:00 pm on Tuesday, May 6.
