SUBJECT:   LEGISLATIVE REPORT


Late this afternoon Sen. Domenici, as expected, introduced two budget
resolutions, which were then referred to the Budget Committee.  Under Senate
precedents, however, the budget resolutions will automatically be discharged
from the Committee following the recess, since the Committee will have missed
the statutory April 1 deadline for reporting a resolution.

The two resolutions are: (l) the PresidentD,s budget as reestimated by CSO; and
(2) a budget resolution, based on CBO economics, which includes the
PresidentD,s mandatory savings; a defense path similar to the PresidentD,s
request; no net tax reductions; $183 billion in NDD cuts (which Domenici said
would amount to 20 percent cuts, if applied across the board); no new spending
initiatives, but addbacks would be triggered if the economy performs better
than CBO now predicts.

Domenici made clear in his floor statement that the second plan is not "his
plan" and is not "the Republican plan," but said he would be forced to vote for
the plan if progress is not made over the next few weeks.   He said he hopes
that neither of these resolutions will have to be considered, and he remains
hopeful that a budget agreement can be reached.


On Friday, 3/21, oral arguments on the line item veto case will take place in
the US District Court.



CONGRESS TODAY (3/20)

SENATE
Passed by voice vote, H.J.Res 58, Disapproving the PresidentO,s Certification
that Mexico has Fully Cooperated with u.s. Anti-Drug Efforts.  The Senate
adopted the Coverdell/Feinstein Substitute Amendment, which requires a
Presidential report on UN-Mexico counternarcotics efforts, by a vote of 94 to 5.
  [SAP sent, 3/20: Administration supports the Bipartisan substitute amendment]

After the Minority Leader rejected his motion to proceed to the bill, Senator
Lott filed cloture on S. 104, the Nuclear Waste Legislation. A vote will occur
on Tuesday, April 8th, at 2:30 when the Senate returns.

By unanimous consent, the Senate passed H.R. 514, Permitting the Waiver of DC
Residency Requirements for Certain Employees of the Office of the Inspector
General of the District of Columbia, clearing the meas~re for the President.
The House passed the bill by UC on March 18, 1997.

HOUSE
Passed (295-136) H.R. 1122 - Partial Birth Abortion Ban
 [SAP sent, 3/19: O&The President will veto H.R. 929 for the reasons he
expressed in his veto message of April 10, 1996, which is attached08]

At press time (8:15 p.m.) the House is trying    to reach an agreement regarding
H.Res. 91, a Resolution Providing Amounts for    the Expenses of Certain
Committees of the House. of Representatives in   the One Hundred Fourth Congress;
Earlier today, the House rejected the Rule by    a vote of 210 to 213.

CONGRESS TOMORROW (3/21):
The House and the Senate will be out of session (provided the House reaches
resolution regarding H.Res. 91, Providing Amounts for the Expenses of Certain
Committees in the 104th Congress) .
